Open Enrollment can be an overwhelming and challenging time for some people. This brief overview will highlight key points to help navigate through the process in hopes of promoting a more positive experience.
What is Open Enrollment?
Open Enrollment is a designated period of time each year in which Maryland residents can enroll in a health insurance plan or make changes to their Qualified Health Plan (QHP).
Open Enrollment for 2024 coverage begins on Wednesday, November 1, 2023, and ends on January 15, 2024.
QHP enrollments completed November 1 – December 31 will have an effective date of January 1, 2024.
QHP enrollments completed January 1 – 15 will have an effective date of February 1, 2024.

HealthCare Access Maryland’s (HCAM) Connector Program provides enrollment assistance and outreach services on behalf of the Maryland Health Connection (MHC) in Baltimore City, Baltimore County, Anne Arundel County, Howard County, Carroll County, and Frederick County. Maryland Residents are encouraged to call our call center at (410) 500 – 4710 to request virtual or in-person assistance.

What Documents to Bring:
- Photo ID
- Social Security number
- Immigration/Citizenship information (for some residents)
- Pay stubs or W-2 wage and tax statement (if employed)
- Policy numbers for other insurance
- Information about any job-related health insurance available to your family
What’s New This Year?
Maryland residents who are enrolled in a QHP are always encouraged to actively renew their coverage every year to ensure they don’t miss out on updates that could lower the cost of their health insurance.

Some of the updates:
- Aetna will be added as a carrier for the 2024 coverage year.
- The upper age limit for Young Adult Subsidy will be raised from 34 to 37.
- Standardized cost share for commonly used services for Value plans.
